From the data, the difference in total gas consumption between Solana and Ethereum is not significant enough, but Solana’s transaction volume far exceeds Ethereum’s. In terms of transaction speed and fees, Ethereum is completely defeated. Ethereum occupies a large amount of funds, but only creates a very small amount of transactions. This reflects that Solana has more advantages at the technical level.
However, since Ethereum shifted to the PoS consensus mechanism, it has gradually been manipulated by big players. In contrast, after the collapse of FTX, Solana lost its biggest supporter and instead became more oriented towards the technical community. Despite this, Solana’s community building is still not as complete as Ethereum’s, which is due to Ethereum’s first-mover advantage.
It is thought-provoking that although Solana is more community-oriented, in fact, it has not been favored by the community that should have chosen it, but has been ignored instead. This may prove the saying: the fate of idealists is often bumpy. Although Solana is superior in technology and concept, in the cruel market competition, it has not received enough respect due to its first-mover advantage and community building.

4. Office of the Director of National Intelligence: The IC OSINT Strategy 2024-2026
Definition and importance of Open Source Intelligence (OSINT)
- OSINT refers to intelligence derived from publicly available or commercially available information
- The ability to extract actionable intelligence from massive open source data is becoming increasingly important
Mission and vision of the U.S. Intelligence Community’s open source intelligence strategy
- Mission: Collect, create, and provide timely, relevant, and insightful open source intelligence to inform national security decisions
- Vision: A professionalized, integrated, and agile IC OSINT enterprise that provides U.S. decision-makers and warfighters with decision advantage
Four strategic focus areas
- Coordinate open source data acquisition and expand data sharing
- Ensure IC members can discover and access open source data and reporting
- Expand accessibility of publicly available information and commercially available information
- Coordinate distributed acquisition, considering ethical and appropriate use
- Regularly review usage metrics and mission impact of data purchases
- Implement CAI framework to track Publicly Available Information (PAI) and Commercially Available Information (CAI)
- Develop interoperability and data tagging standards
- Establish common OSINT platforms
- Establish integrated open source collection management
- Coordinate and manage open source collection efforts to improve speed and awareness and avoid duplication
- Develop agile processes and workflows to coordinate collection activities across the IC
- Continuously coordinate and deconflict through existing OSINT governance bodies
- Establish new and improved community-wide collection coordination systems
- Drive OSINT innovation to deliver new capabilities
- Develop and adopt sophisticated tools to leverage open source data and information
- Expand and accelerate the application of artificial intelligence, machine learning, and human language technology
- Speed of innovation is a key metric for success
- Test new capabilities on unclassified systems
- Partner with industry and academia to develop, test, and deploy OSINT tools and skills
- Develop the next generation OSINT workforce and skills
- Establish common OSINT skill and training standards
- Skill and training standards must be flexible and regularly updated
- Leverage opportunities and mitigate risks of Generative Artificial Intelligence (GAI)
- OSINT community should be at the forefront of testing GAI use in the IC
- Define clear training pathways with skill expectations from basic to expert levels
- Continue to require officers with substantive, language, and cultural knowledge
Types of IC professionals
- OSINT analysts
- Data scientists and technology experts
- Intelligence collection managers
- Training and skill development specialists
- Policy analysts
- Linguists
- Legal advisors
Measures to ensure implementation of this strategy
- Governance: The Director of the CIA serves as the IC’s OSINT Functional Manager to oversee and guide open source activities across the IC
- Partnerships: Engage with academia, the private sector, and foreign counterparts in different ways
- Way forward: Develop an overarching OSINT Strategy Implementation Plan, identify specific activities and milestones, develop metrics, and track outcomes
